Why quotes for the same brief differ 5x

Two vendors reading the same brief price different products. One assumes email login, the other SSO. One builds an admin panel, the other assumes you will use the database directly. One sends seniors, the other juniors with more hours.

Write down roles, workflows, integrations and what is out of scope before comparing prices. Then ask each vendor for hours per area and who writes the code. Rate is an input. Hours are the multiplier.
